TEC assists the City of Methuen by providing civil engineering peer review and construction inspection services on behalf of the Community Development Department and the Office of Conservation. Complicated regulations and challenging sites are commonplace in today’s land development projects. TEC works hand-in-hand with City staff and review boards to foster and improve valuable development projects. Our shared goal is to promote the needs of the community while protecting the City’s residents and environmental resources by ensuring compliance with the regulations and encouraging best engineering practices.
TEC has provided engineering review of residential (conventional and age-restricted), commercial office, mixed-use, and retail proposals submitted to the City of Methuen for compliance with the Subdivision Control Law and Zoning Bylaws; local Board of Health Bylaws; and compliance with local Conservation Commission By-Laws and general engineering standards.
Engineering Peer Review Services, Lowell, MA
TEC, Inc. provided engineering peer review services to the City of Lowell for the following projects:
Lowell Collegiate Charter School, 1857.1 Middlesex Street
Walgreens Pharmacy, Middlesex Street / Wood Street / Rourke Bridge
TEC conducted a review of the traffic-related elements of the projects, including, but not limited to, site layout and circulation, pick-up and drop-off procedures, access and egress configuration, parking supply, traffic volume projections, vehicular and pedestrian safety, traffic operations at study area intersections, and adequacy of proposed mitigation measures. Based on TEC’s recommendations, the site plans and off-site mitigation plans were revised to incorporate a number of traffic safety and operations improvements.
Engineering Peer Review Services, Wayland, MA
Wayland Town Center Review – Review of a Traffic Impact and Access Study and mitigation plans for the proposed reuse of the former Raytheon/Polaroid Site into a mixed-use project involving more than 372,000 square feet of retail, office, municipal, and residential space. This review was performed on behalf of the DPW Board (formerly Board of Road Commissioners), the Planning Board, and the Board of Selectmen. TEC staff performed part-time construction monitoring and traffic signal fine-tuning with the Town, MassDOT, and the Proponent’s contractor.

Peer Review Services, Proposed Princeton Chelmsford Apartment Homes,
276 Mill Road, Chelmsford, MA
TEC, Inc. recently provided peer review services to the Town of Chelmsford for the development of the proposed 120-unit residential apartment development in Chelmsford, MA to be developed under Chapter 40B regulations. The project consists of razing a single-family home to construct a 120-unit apartment complex. TEC, Inc. conducted an initial review of the traffic-related elements of the project, including, but not limited to, site layout and circulation, access and egress configuration, parking supply, traffic volume projections, vehicular and pedestrian safety, traffic operations at study area intersections, and adequacy of proposed mitigation measures. Based on TEC’s recommendations, the site plans and off-site mitigation plans were revised to incorporate a number of traffic safety and operations improvements, which TEC also reviewed upon completion of the modifications.
TEC, Inc.provided professional engineering services for the final design of the Broadway Street Bridge Replacement Project in the City of Lowell.
TEC, Inc. provided professional transportation engineering services for the final design of Phase 1 of the off-site improvements to accommodate a 280,000 sf mixed-use site redevelopment project on the former 120-acre Polaroid Site at 1265 Main Street in Waltham, MA.

TEC, Inc. was the structural engineer of record for five multi-modal canal crossings in Lowell as part of the Hamilton Canal District redevelopment. The bridges serve as vital access points to this land locked, re-invented mixed-use neighborhood.
TEC, Inc. provided planning, permitting, and design services for the 15 acre redevelopment project located on Madison Street in Plainville, MA. The site is located adjacent to I-495 and Route 1 and has previously functioned as an asphalt plant and other industrial uses.
TEC, Inc. provided civil, site, traffic, and structural engineering services for the proposed 30,000 SF Medical Office Building at 321-325 Lowell Street in Andover, MA on a 1.2 acre parcel.
Since 2008, TEC, Inc. has been contracted by the Massachusetts Department of Transportation (MassDOT) to successfully manage and deliver the Statewide Safe Routes to School (SRTS) Infrastructure Program under a grant from the Federal Highway Administration.
As part of the Phase 1 and Phase 2 responses to the City’s Request for Proposals process for the interested casino operators, TEC, Inc. prepared a detailed traffic and parking study and conceptual improvements plan that substantiate the ability of the local and regional roadway network to accommodate the traffic associated with the development.
TEC, Inc. provided civil/site, traffic, transportation, and structural design services for the redevelopment of the degraded, 11.8 acre historic mill site in Lawrence, MA on behalf of the Lupoli Companies. The Riverwalk Redevelopment project consisted of the demolition, renovation, and construction of new structures to create approximately 500,000 SF of new or renovated mixed-use space onsite.
TEC, Inc.is currently assisting the University of Massachusetts at Lowell (UMass Lowell) with several infrastructure projects as the University aggressively and proactively expands its program, services, and facilities. Our team has been actively involved in executing key elements of their campus master plan including new roadway and driveway connections, utility connections, intersection safety improvements, and improved bus stop access.
TEC, Inc. provided professional engineering services for the redevelopment of a 240,000 sf large scale, mixed-use, historic mill building located in Lawrence. The project created a “new neighborhood” on a previously underutilized site.
